All praise and thanks are due to Allah, and peace and blessings be upon His Messenger.
In this fatwa:
If the makeup will prevent water to reach the skin, such kind of makeup must be removed for the validity of wudu.
Answering your question about if women can perform wudu while wearing makeup, Sheikh Kifah Mustapha, the Imam and Director of The Prayer Center of Orland Park and representative for Dar El Fatwa of Lebanon in the US, states:
Wudu is a pre-condition for the validity of prayer. Allah the Almighty said: {O you who have believed, when you rise to [perform] prayer, wash your faces and your forearms to the elbows and wipe over your heads and wash your feet to the ankles.} (Al-Maidah 5:6)
Prophet Muhammad (peace be upon him) said; “Allah will not accept a prayer without purity (or cleanliness.)” (Muslim)
The term {wash} means that water should reach the skin for the validity of the term to be acceptable.
So, if any material prevented water to reach the skin, wudu will not be valid, and thus prayer will not be valid too.
The question is; what kind of makeup are we talking about and would it create a layer that will prevent water to reach the skin?
So, if the makeup will prevent water to reach the skin, for sure women must remove such kind of makeup for the validity of wudu.
If the makeup will not prevent water to reach the skin like regular creams that the skin absorbs or the kohl that is on eye lashes, then wudu is valid.
In other words, you need to look at the chemical compound of the makeup and see if it isolates the water from reaching the skin or not.
